    AMERICAN AND JAPANESE GOVERNMENT DELEGATIONS, MEETING IN TOKYO ON MONDAY (JAN 27), BEGAN THEIR THIRD CABINET-LEVEL TALKS ON TRADE AND ECONOMIC AFFAIRS. THE UNITED STATES GROUP WAS LED BY MR. DEAN RUSK, SECRETARY OF STATE; THAT OF JAPAN BY MR. MASAYOSHI OHIRA, FOREIGN MINISTER.

    SCHEDULED ORIGINALLY FOR LAST NOVEMBER, THE CONFERENCE WAS POSTPONED BECAUSE OF THE ASSASSINATION OF PRESIDENT KENNEDY. THE JOINT COMMITTEE HAS FOUR MAIN SUBJECTS ON ITS AGENDA: A REVIEW OF BOTH ECONOMIES, THEIR FINANCIAL AND BALANCE OF PAYMENTS SITUATIONS, TRADE DEVELOPMENTS BETWEEN THEM, AND INTERNATIONAL TRADE GENERALLY.

    MR. RUSK, IN HIS OPENING ADDRESS, SAID THE CONFERENCE FOLLOWED A RECORD YEAR OF TRADING BETWEEN THE TWO COUNTRIES, WHICH, IN THE DECADE SINCE 1953, HAD ALREADY MORE THAN TREBLED THEIR EXCHANGE OF GOODS. HE ADDED: "WE HAVE PROSPERED TOGETHER IN OUR ECONOMIC RELATIONS."
    OUTSIDE OF THE CONFERENCE, MR. RUSK AND MR. OHIRA ARE ALSO HOLDING TALKS ON POLITICAL QUESTIONS, INCLUDING THOSE POSED BY FRANCE'S RECOGNITION OF THE PEOPLE'S REPUBLIC OF CHINA. A JAPANESE OFFICIAL SPOKESMAN SAID IT HAD BEEN AGREED THAT AMERICA AND JAPAN WOULD CONTINUE "CLOSE CONSULTATIONS" ON THIS ISSUE.
