    A THREE STATE CENTRAL AFRICAN UNION HAS BEEN FORMED ACCORDING TO PRESIDENT JOSEPH MOBUTU OF CONGO-KINSHASA. THE PRESIDENT HAS BEEN ON AN OFFICIAL VISIT TO THE CENTRAL AFRICAN REPUBLIC. HE SAID THAT CONGO-KINSHASA, CHAD AND THE CENTRAL AFRICAN REPUBLIC HAD AGREED TO THE UNION, AND THAT OTHER CENTRAL AFRICAN STATES WOULD BE INVITED TO JOIN.

    PRESIDENT MOBUTU SAID THAT THE UNION OF THE THREE COUNTRIES WAS A "REALITY." HE INDICATED THAT RWANDA, CONGO-BRAZZAVILLE AND BURUNDI WOULD BE INVITED TO JOIN THE UNION. HE STRESSED THAT THE UNION WOULD ONLY BE AN ECONOMIC ONE TO BEGIN WITH. IT MIGHT BECOME A POLITICAL ONE LATER WHEN ECONOMIC PROBLEMS HAD BEEN SOLVED.

    CONGO-KINSHASA AND RWANDA BROKE DIPLOMATIC RELATIONS LAST MONTH OVER 101 MERCENARIES AT PRESENT DETAINED IN RWANDA AFTER FLEEING FROM THE CONGO. RWANDA HAS NOT RETURNED THEM TO THE CONGO FOR TRIAL.

    PRESIDENT MOBUTU SAID THAT THE AFFAIR OF THE MERCENARIES HAD NOT BEEN DISCUSSED AT THE RECENT O.C.A.M. SUMMIT MEETING.

    SPEAKING AT THE END OF HIS 15-DAY TOUR THE PRESIDENT PRODUCED TRACTS WHICH HE SAID ATTACKED HIS REGIME AND WHICH HAD BEEN CIRCULATED IN KINSHASA DURING HIS ABSENCE FROM THE CAPITAL. THE TRACTS ACCUSED HIM OF BEING A VALET OF THE AMERICANS AND PRAISED THE THOUGHTS OF CHAIRMAN MAO TSE TUNG. PRESIDENT MOBUTU DISMISSED THE AUTHORS OF THE LEAFLETS AS LUNATICS.

    THE PUBLISHED TEXT OF THE CENTRAL AFRICAN UNION STATES THAT THE UNION WILL REMAIN OPEN TO ALL INDEPENDENT AND SOVEREIGN STATES WHICH WISH TO JOIN. SPECIAL COMMITTEES WILL BE CREATED TO HELP BRING ABOUT ECONOMIC, COMMERCIAL, TRANSPORT, COMMUNICATIONS, SECURITY AND CULTURAL CO-OPERATION.

    IF A SIX NATION UNION IS FORMED IT WILL SPREAD OVER 1.7 MILLION SQUARE MILES (4.4 MILLION SQUARE KILOMETRES) OF CENTRAL AFRICA AND HAVE A POPULATION OF SOME 27 MILLION. CONGO-KINSHASA WILL BE THE BIGGEST AND RICHEST PARTNER WITH 16 MILLION POPULATION. CHAD, CONGO-BRAZZAVILLE AND THE CENTRAL AFRICAN REPUBLIC ARE ALREADY LINKED IN A FIVE-NATION CUSTOMS AND ECONOMIC UNION WITH CAMEROUN AND GABON.
