    FRANCE TODAY (12 MAY) MAINTAINED HER OPPOSITION TO EARLY BRITISH MEMBERSHIP OF THE EUROPEAN COMMON MARKET DESPITE THE RESIGNATION OF GENERAL DE GAULLE. FRENCH FOREIGN MINISTER M. DEBRE REITERATED THE FRENCH POSITION AT A COMMON MARKET FOREIGN MINISTERS MEETING IN LUXEMBOURG - THE FIRST SINCE GENERAL DE GAULLE'S DEPARTURE.

    MANY DELEGATES FELT THAT M. DEBRE'S ATTITUDE WAS MORE SUBDUED THAT AT PAST MEETINGS. ONE NOTABLE OMISSION FROM HIS SPEECH WAS THE USUAL ARGUMENT THAT BRITAIN IS NOT ECONOMICALLY READY TO JOIN THE COMMUNITY. FRANCE HAS TWICE INVOKED THIS REASON FOR VETOEING EARLY NEGOTIATIONS ON BRITISH MEMBERSHIP.

    THE MEETING POSTPONED A DECISION ON TRADE ARRANGEMENTS WHICH MIGHT BE OFFERED BY THE COMMUNITY TO THE FOUR CANDIDATE COUNTRIES. BRITAIN, DENMARK, NORWAY AND ICELAND PENDING THE OUTCOME OF THE ELECTIONS IN FRANCE.

    THEY ALSO FAILED TO REACH AGREEMENT ON TRADE ARRANGEMENT WHICH MIGHT BE PROPOSED TO ISRAEL AND YUGOSLAVIA.

    FRANCE WANTS TO EXCLUDE BEEF AND VEAL FROM THE PROPOSED AGREEMENT WITH BELGRADE AND IS PREPARED TO OFFER ISRAEL CONSIDERABLY SMALLER ADVANTAGES THAN WEST GERMANY AND THE NETHERLANDS ON INDUSTRIAL EXPORTS TO THE COMMUNITY.
