    Background: Luis Echeverria Alvarez took office yesterday (Tuesday December 1) for a six year term as Mexico's 68th President. The President received the sash of office in a colourful ceremony in Mexico City's National Auditorium from the out-going President Gustavo Dizz Ordaz.

    The 48-year-old former Interior Minister won 86 per cent of the vote as the candidate for the long-ruling Institutional Revolutionary Party (PRI) in the nationwide presidential elections held last July. The PRI has governed Mexico for more than forty years.

    In keeping with tradition, he swore no oath. But instead made declaration that he would work for the welfare and prosperity of the nation. Official delegations from more than sixty countries were there to see Sr. Echeverria become the 13th full President since the 1910 revolution which ended 35 years of dictatorship by General Porfirio Diaz.

    After the ceremony, the new President rode through the city to the cheers of thousands of Mexicans lining the route. The day had been declared a national holiday.

    Sr. Echeverria becomes President of a country which has an average economic growth rate of over six per cent, one of the world's firmest currencies, and a growing industrial society and consumer market. But Mexico is also struggling with a massive foreign trade deficit -- likely to be more serious if the new protectionist law is passed by the US Senate -- with poverty in the countryside and shanty towns.

    The President will immediately move around the country on a tour of the provinces to make a further first-hand study of his country's problems.
