    The Emir of Qatar, Sheikh Khalifa Ben Hamed Al Thani, who is visiting Europe for private talks with several heads of state, met French President Valery Giscard d'Estaing on Tuesday (25 September) at the Elysee Palace in Paris.

    SYNOPSIS: Although no official reason has been given for the Emir's tour, he is believe to be discussing recent development in the Middle East and Africa with European leader. Sheikh Khalifa is talks with President Giscard coincided with the crisis in Libyan-French relations caused by the coup in the Central African Republic. Libyan leader Colonel Muammar Gaddafi has accused the French of invading the Central African Republic to overthrow Emperor Jean Bedal Bokassa and install President David Dacko. Qatar and Libya have close political ties and Sheikh Khalifa and President Giscard the thought to have discussed Libyan reaction to France's involvement in Bokassa's downfall.

    President Dacko has announced that France had several African state helped him to plan Bokassa's overthrow. The Libyan News Agency Jana has interpreted this to mean that France masterminded the coup and there have been anti-French demonstrations in Tripoli. Sheikh Khalifa visited Britain earlier in the month and met Prime Minister Margaret Thatcher. Following his talks with President Giscard he was expected to return home to Doha.
