    DELEGATES FROM 22 COUNTRIES MET IN LONDON TODAY (MONDAY) FOR THE SIXTEENTH MEETING OF THE COLOMBO PLAN CONSULTATIVE COMMITTEE. OFFICIALS STARTED TALKS LAST MONDAY BUT TODAY WAS THE OPENING STAGE OF THE COMMITTEE'S FIRST FULL MEETING.

    THE COLOMBO PLAN IS THE NAME GIVEN TO THE CO-OPERATIVE EFFORT WHICH THE COUNTRIES OF SOUTH-EAST ASIA, HELPED BY MEMBER COUNTRIES OUTSIDE THE REGION, ARE MAKING TO DEVELOP THEIR ECONOMIES AND RAISE THE LIVING STANDARDS OF THEIR PEOPLES. THE PLAN WAS CONCEIVED AT A MEETING OF THE COMMONWEALTH FOREIGN MINISTERS, HELD IN COLOMBO IN JANUARY, 1950. IT WAS STARTED BY COUNTRIES ACCUSTOMED TO WORKING TOGETHER WITHIN THE COMMONWEALTH, BUT ITS MEMBERSHIP HAS SINCE EXPANDED TO INCLUDE MANY OTHER COUNTRIES.

    MEMBER COUNTRIES ARE: AFGHANISTAN, AUSTRALIA, BHUTAN, BRITAIN, BURMA, CAMBODIA, CANADA, CEYLON, INDIA, INDONESIA, JAPAN, KOREA, LAOS, MALAYSIA, THE MALDIVE ISLANDS, NEPAL, NEW ZEALAND, PAKISTAN, THE PHILIPPINES, THAILAND, THE UNITED STATES AND VIETNAM. THESE 22 COUNTRIES ARE MEMBERS OF A CONSULTATIVE COMMITTEE WHICH MEETS ANNUALLY TO REVIEW PROGRESS IN THE AREA AS A WHOLE. THE COMMITTEE WAS SET UP IN 1950 TO SURVEY THE NEEDS AND RESOURCES OF COUNTRIES IN THE AREA AND TO STIMULATE THE CO-OPERATIVE EFFORT BY WHICH THEY MIGHT DEVELOP THEIR ECONOMIES. THE SPECIAL TOPIC FOR THE PRESENT MEETING IS PAKISTAN.

    THE COLOMBO PLAN AREA IS RICH IN NATURAL RESOURCES BUT LOW PRODUCTIVITY, EXTREME DENSITY OF POPULATION AND HIGH BIRTH RATES HAVE RESULTED IN A LOW STANDARD OF LIVING FOR MANY OF ITS PEOPLES. SOUTH AND SOUTH-EAST ASIA CONTAINS ONE-QUARTERS OF THE WORLD'S POPULATION, BUT COVERS ONLY A LITTLE OVER ONE SIXTEENTH OF THE WORLD'S LAND SURFACE. THE POPULATION OF THE REGION HAS INCREASED FROM NEARLY 625 MILLION IN 1950 TO WELL OVER 800 MILLION TODAY.

    SINCE 1950 THERE HAVE BEEN IMPRESSIVE ACHIEVEMENTS. COMPREHENSIVE DEVELOPMENT PLANS ARE BEING CARRIED OUT, AGRICULTURAL PRODUCTION HAS GENERALLY INCREASED CONSIDERABLY, AND INDUSTRIAL DEVELOPMENT IS HELPING TO DIVERSIFY ECONOMIES. THE VERY RAPID INCREASE OF POPULATION IS MAKING THE TASK OF ECONOMIC DEVELOPMENT MORE URGENT AND IN SOME COUNTRIES MORE DIFFICULT. ALTHOUGH MUCH PROGRESS HAS BEEN MADE, STILL MORE REMAINS TO BE DONE BEFORE LIVING STANDARDS CAN BEGIN TO RISE SUBSTANTIALLY.

    BY MID-1963, THE TOTAL OF AID PROVIDED BY THE GOVERNMENTS OF DONOR-COUNTRIES UNDER THE COLOMBO PLAN SINCE 1950 HAD REACHED GBP4,935 MILLION, COMPRISING EXTERNAL CAPITAL IN THE FORM OF GIFTS OR LOANS AMOUNTING TO GBP4,790 MILLION AND TECHNICAL ASSISTANCE TO THE VALUE OF GBP145 MILLION. THE LARGEST PART OF EXTERNAL AID HAS COME FROM THE UNITED STATES, BUT IMPORTANT CONTRIBUTIONS HAVE BEEN MADE BY BRITAIN, AUSTRALIA, CANADA, NEW ZEALAND AND JAPAN.

    THE MAJOR CHANNEL FOR TECHNICAL ASSISTANCE IS THE COLOMBO PLAN TECHNICAL CO-OPERATION SCHEME UNDER WHICH NEARLY 28,500 TRAINING PLACES, OVER 5,000 EXPERTS AND EQUIPMENT TO THE VALUE OF GBP53.8 MILLION HAD BEEN PROVIDED BY MID-1963.
