    FRENCH PRESIDENT CHARLES DE GAULLE YESTERDAY (THURSDAY) DECLARED THAT THE UNITED STATES MUST FIRST AGREE TO WITHDRAW ITS FORCES FROM VIETNAM BEFORE NEGOTIATIONS TO NEUTRALISE THE COUNTRY COULD BE STARTED. GENERAL DE GAULLE, WHO MET A SENIOR NORTH VIETNAMESE ENVOY ON WEDNESDAY, TOLD A CHEERING CROWD OF 60,000 CAMBODIANS IN THE VAST PNOM PENH OLYMPIC STADIUM THAT THERE WAS STILL TIME FOR HOPE THAT VIETNAM COULD BE NEUTRALISED ON THE LINES OF THE 1954 GENEVA AGREEMENTS.

    THE FRENCH PRESIDENT'S SPEECH RECEIVED A TUMULTUOUS RECEPTION FROM THE VAST CROWD. THE OLYMPIC STADIUM WAS DECORATED IN A STYLE MATCHING THE LAVISH WELCOME ACCORDED TO DE GAULLE. SECTIONS OF THE CROWD WERE ARRANGED TO PROVIDE CONTINUALLY CHANGING LETTERED DESIGNS OF WELCOME AND FRIENDSHIP TO FRANCE AND ITS PRESIDENT.

    THE CAMBODIAN CAPITAL LIES ONLY 50 MILES (80 KILOMETRES) FROM THE EDGE OF THE FIGHTING IN THE VIETNAM WAR, AND WAS CHOSEN BY DE GAULLE TO MAKE WHAT WAS CONSIDERED THE MOST IMPORTANT SPEECH OF HIS WORLD TOUR.

    DE GAULLE SAID FRANCE WAS CONFIDENT THAT THE VIETNAM CONFLICT WOULD NOT END BY MILITARY SOLUTION - "SHORT OF THE UNIVERSE MOVING TOWARDS CATASTROPHE". HE SAID HE WAS SPEAKING FROM TWO CENTURIES OF FRIENDSHIP WITH THE UNITED STATES. HE BELIEVED THAT AMERICA HAD ATTAINED SUCH POWER, WEALTH AND PRESTIGE THAT IT COULD AFFORD TO GIVE UP A "USELESS" EXPEDITION.

    THE SPEECH WAS GENERAL DE GAULLE'S SECOND REFERENCE TO THE VIETNAM CONFLICT WITHIN 24 HOURS. AT A DINNER ON THE PREVIOUS EVENING, AFTER MEETING WITH NORTH VIETNAMESE ENVOY NGUYEN THUONG, HE WARNED OF THE POSSIBILITY OF THE WAR SPREADING. ANOTHER EVENT ATTENDED BY THE PRESIDENT ON WEDNESDAY WAS A RACE FEATURING TRADITIONAL CAMBODIAN PIROGUES (CANOES) ON THE MEKING RIVER. AT THE STADIUM DE GAULLE WAS ACCOMPANIED BY HIS HOST PRINCE NORODOM SIHANOUK AND FRENCH FOREIGN MINISTER MAURICE COUVE DE MURVILLE.
