REPORTER: "Last week the California National Guard, at the request of city and county authorities, held a week-long civil disorder management seminar in San diego. Ranking officers of the police, fire and sheriff departments met to discuss and develop plans for controlling whatever situations may develop during the convention. The convention will be held in the sports arena, away from the business district, and adjacent to hundreds of acres of vacant land. No ground rules have been set up yet for the dissidents. Police say as long as the demonstrations are peaceful there'll be no trouble."
"But if problems develop, the police departments hops to be ready for them. These rookie policemen, wearing fencing armour similar to that worn by medieval Samural swordsmen, are learning the elements of crowd control. This has been standard training in San diego for the past two years. The gear is worn only during training. In a few weeks, forty more Kendo uniform will be ordered from Japan, and the five hundred officers who will be on the streets during the convention will undergo a refresher course in baton training, and brush up on the use of tear gas and other crowd-control devices. With a lesson learned from the Democratic Convention in Chicago in 1968 fresh in mind, the police here are trying to avoid a confrontation, but at the same time preparing for any emergency."

Background: Police and security forces in California have been preparing for the forthcoming republican Party Convention to be held in San Diego in August, when the party will elect its candidate for the Presidential elections in November this year. Preparations have included a week-long seminar of senior police, fire and sheriff officers to discuss tactics to deal with possible demonstrations -- like those at the Chicago Democratic Convention in 1968 when thousands of demonstrators classed with police and National Guardsmen in several days of running battles.
In addition, trainee policemen in San Diego have been instructed in Japanese methods of crowd control -- complete with Samurai swordsmen outfits. More senior officers have taken refresher courses in baton-handling and the use of tear gas.
The police aim to avoid, they say, any confrontation with dissident organisations which may demonstrate at the convention.
