    An advance party of representatives of the Algerian FLN rebels arrived in Paris, June 24, by ordinary passenger airliner from Tunis, to begin talks with General de Gaulle for the preparation of a negotiated settlement to the 5-year-old nationalist campaign.

    Elaborate security precautions were taken both in Tunis and at Orly Airport to ensure their safe arrival. There were 30 other passengers on the plane and their identities were closely checked.

    The delegation is led by a once well-known and extremely popular member of the Paris Bar, M. Ahmed Boumendjel, official spokesman for the so-called provisional Algerian Government. M. Boumendjel is accompanied by the principal assistant to rebel leader Ferhat Abbas, M. Ben Yahia.

    As the airliner landed at Orly it was directed to a nearby emergency runway, where two French helicopters were waiting to take the Algerians to Melun, 27 miles southeast of Paris. Talks started there later in the day, held in the greatest secrecy. General de Gaulle has issued strict instructions that no communiques on the progress of the talks are to be issued without his prior approval.

    If the preliminary talks prove satisfactory M. Ferhat Abbas himself and two members of his "Government" will arrive in Paris to continue negotiations early next week.
