    Background: The head of the North Vietnamese Delegation-General in Paris, Mai Van Bo, is being recalled to Hanoi, after nine years as his country's representative in France.

    Mr. Bo, Hanoi's highest-ranking diplomat in Western Europe, arranged with the French Government for the Vietnam peace talks to be held in Paris. He has, himself, served as a member of the talks delegation.

    Originally, Mr. Bo arrived in Paris in 1961 to head his government's Commercial Representation. This was four years later upgraded to a Delegation-General--just short of full diplomatic status.
