    DISAGREEMENT OVER BERLIN POLICIES -- THIS TIME BETWEEN THE WEST BERLIN MAYOR, HERR WILLY BRANDT, AND THE WEST GERMAN GOVERNMENT -- LED TODAY (FRIDAY) TO URGENT TALKS IN BONN. THE MAYOR WAS INVITED TO BONN FOR A MEETING WITH CHANCELLOR EDHARD, AND THE FOREIGN MINISTERS, DR. SCHROEDER.

    HERR BRANDT CALLED FOR THE BONN AND WEST BERLIN AUTHORITIES -- TOGETHER WITH COUNTRY'S THREE MAIN POLITICAL PARTIES -- TO WORK OUT A CLEAR, JOINT BERLIN POLICY. HE SAID THE AGREEMENT WITH THE EAST GERMANS FOR CHRISTMAS VISIT HAD BEEN A SUCCESS BOTH "HUMANLY AND IN THE GERMAN QUESTION", FORMING THE BASIS FOR "BETTER AGREEMENTS". THE EAST GERMAN PEOPLE, HE SAID, HAD TO BE HELPED "WITH MORE THAN WORDS", ADDING: "ONE CANNOT JUST WAIT FOR MIRACLES."
    THE BONN GOVERNMENT, REBUKING HIM FOR "HIS CONTRADICTORY AND DANGEROUS" STATEMENTS, ACCUSED HIM OF UNDERMINING A JOINT POLICY TO WHICH HIS OWN SOCIAL DEMOR DEMOCRATIC PARTY SUBSCRIBED. FURTHER, BLAMING EAST GERMANY FOR THE FAILURE OF THE EASTER PASS NEGOTIATIONS, THE BONN GOVERNMENT DECLARED THAT WEST GERMANY DID NOT NEED A NEW BERLIN POLICY.
