    THE AFRICAN LEADERS ARRIVED FOR A CONFERENCE, SEPT 6, OF FRENCH-BREAKING AFRICAN STATES. THE MEETING WAS TO BE A FURTHER STEP TOWARDS A UNION OF 12 FORMERLY FRENCH TERRITORIES, FORESHADOWED BY EARLIER ASSEMBLIES AT ABIDJAN ON THE IVORY COAST, AT BRAZZAVILLE IN THE REPUBLIC OF THE CONGO, AND AT YAOUNDE IN THE CAMEROON REPUBLIC.

    THE MOVEMENT WAS STARTED BY THE FOUR REPUBLICS OF FRENCH EQUATORIAL AFRICA - CHAD, GABON, THE REPUBLIC OF THE CONGO, AND THE CENTRAL AFRICAN REPUBLIC - PROVIDED WITH A MEASURE OF COHESION BY THE FACT THAT THEY HAD BEEN ADMINISTERED BY THE FRENCH AS A COLONIAL FEDERAL UNIT SINCE 1910. THESE WERE THE TERRITORIES WHICH, TOGETHER WITH SENEGAL AND MADAGASCAR, CHOSE TO REMAIN WITHIN GENERAL DE GAULLE'S FRENCH COMMUNITY. THEY FORMED THE ORIGINAL "BRAZZAVILLE GROUP", AND THEIR IDEAS OF BRACKETING AFRICAN NATIONS WITH A COMMON LANGUAGE AND COMMON INTERESTS IN A LOOSE FEDERALISTIC SYSTEM FOUND AN ECHO - THOUGH WITH VARYING ATTITUDES TOWARDS FRANCE - IN MADAGASCAR, CAMEROON, NIGER, DAHOMEY, UPPER VOLTA, THE IVORY COAST, SENEGAL, AND MAURITANIA. THERE WAS NO RESPONSE FROM MALI AND TOGOLAND.

    AT THE OPENING OF THE FOURTH CONFERENCE OF THE TWELVE REPUBLICS, SEPT 6, PRESIDENT TSIRANANA TOUCHED BRIEFLY ON INTERNATIONAL AND AFRICAN QUESTIONS, INCLUDING ALGERIA, ANGOLA, APARTHEID, BERLIN, NUCLEAR TESTS AND THE UNITED NATIONS. HE SPOKE WITH A MARKED EMPHASIS ON PEACE AND TOLERANCE, EXPRESSING HIS BELIEF IN THE USEFULNESS OF NEGOTIATIONS.

    OTHER ISSUES TO BE DISCUSSED AT THE SEVEN-DAY MEETING INCLUDE A MUTUAL DEFENCE AGREEMENT AMONG THE 12, AND A SCHEME TO COORDINATE POSTAL, TELEGRAPHIC AND TELEPHONIC COMMUNICATIONS.
