    PRESIDENT KENNETH KAUNDA OF ZAMBIA HAS ACCUSED RHODESIA AND SOUTH AFRICA OF BEING BEHIND LAST MONTH'S SABOTAGE OF THE 2AMBIA-TANZANIA PIPELINE. IT WAS THE FIRST TIME HE NAMED THE TWO COUNTRIES IN CONNECTION WITH THE SABOTAGE.

    SPEAKING AT THE STATE OPENING OF A NEW SESSION OF THE ZAMBIAN PARLIAMENT, PRESIDENT KAUNDA SAID ZAMBIA WOULD CONTINUE TO INTENSIFY ITS COMMERCIAL POLICY OF DISENGAGEMENT FROM WHITE-RULED SOUTHERN AFRICAN. ZAMBIA, HE SAID, WOULD SEEK TO IMPROVE TRADE AND TRADE ROUTES TO THE NORTH.

    THIS, HE SAID, HAD UPSET MINORITY REGIMES IN THE SOUTH, PRINCIPALLY SOUTH AFRICA AND RHODESIA, BECAUSE THEY KNEW THEY WOULD EVENTUALLY LOSE ZAMBIA'S RICH AND EXPANDING MARKET.

    "HENCE THEIR EVIL DETERMINATION TO CREATE DIFFICULTIES BY SENDING SABOTEURS AND OTHER PAID AGENTS TO CREATE INCIDENTS OF VARIOUS TYPES TO UPSET US HERE IN ZAMBIA", THE PRESIDENT CONTINUED.

    "THE LATEST....IS THE BLOWING UP OF IMPORTANT INSTALLATIONS ON OUR PIPELINE FROM DAR ES SALAAM AS WELL AS AN ATTEMPT TO BLOW UP AN IMPORTANT ROAD BRIDGE", HE SAID.

    THE PRESIDENT SAID TRADE WITH RHODESIA HAD DWINDLED TO THE LOWEST ON RECORD AND WAS NOW CONFINED TO A LIMITED QUANTITY OF COAL AND ELECTRICITY. THIS WAS IN CONTRAST WITH THE IMPROVEMENT OF TRADE WITH THE NORTH, HE ADDED.
