    THOMSON: "NO I DON'T REGARD SANCTIONS AS PUNITIVE. I REGARD SANCTIONS AS BEING THE BEST MEANS OF BRINGING PRESSURE TO BEAR ON RHODESIA AND MAKING IT CLEAR TO THEIR PRESENT LEADERS THAT THE ONLY WAY TO GET OUT OF THEIR ECONOMIC AND POLITICAL ISOLATION IS IN FACT TO RETURN TO THE PATHS OF LEGALITY."



    REPORTER: "PRESIDENT KAUNDA HAS SAID TWICE NOW MR. THOMSON THAT HE EXPECTS A SELLOUT ARE YOU GOING TO REASSURE HIM ON THIS POINT?"



    THOMSON: "WELL, I SIMPLY REPEAT MY PREVIOUS ASSERTION THAT THE BRITISH GOVERNMENT HAS NEVER CONTEMPLATED A SELLOUT, IS NOT CONTEMPLATING ONE NOW, AND I CERTAINLY DIDN'T COME TO SALISBURY TO ARRANGE ONE. I THINK THAT THE EVIDENCE IS ALREADY THERE IN THE REPORTS THAT HAVE APPEARED ABOUT TALKS. I HOPE THIS MAY HELP CONVINCE PRESIDENT KAUNDA OF THE SINCERITY OF WHAT I HAVE SAID."

    Background: BRITAIN'S COMMONWEALTH SECRETARY, WHO ARRIVES BACK IN LONDON TODAY (SATURDAY), AND MR. IAN SMITH ENDED TWO DAYS OF TALKS ON THE RHODESIAN INDEPENDENCE CRISIS IN SALISBURY ON THURSDAY (9 NOVEMBER) WITH AN AGREEMENT THAT BOTH SIDES SHOULD "REFLECT FURTHER" ON THEIR POSITIONS.

    THE MEETING ENDED WITH A JOINT STATEMENT WHICH SAID THAT MR. SMITH AND MR. THOMSON DISCUSSED ALL CONSTITUTIONAL ASPECTS OF THE RHODESIAN PROBLEM.

    IT ADDED: "IT WAS AGREED THAT EACH SIDE SHOULD REFLECT FURTHER ON THE MATTERS DISCUSSED, INCLUDING THE POINTS OF DIFFERENCE WHICH THEY HAD IDENTIFIED".

    TODAY (SATURDAY) AS RHODESIANS CELEBRATED THE SECOND ANNIVERSARY OF UDI, MR. SMITH WAS TO MAKE A BROADCAST IN WHICH HE WAS EXPECTED TO REFER TO ANY POSSIBILITY OF BRINGING BRITAIN AND RHODESIA TO A SETTLEMENT.
