After an agreement was signed by City Council officials and union leaders on new wage rates and the payment of arrears, the men were urged to return to their duties. A Ministry of Labour official issued a warning that anyone who failed to return to work was committing an offence under the Trade Dispute Act.
The men later ignored a union plea to return to work, apparently in protest at a suggestion that they would not receive arrears of pay due to them until 15 June.
