    The South Vietnamese Government regards the end of United States bombing in the neighbouring Khmer Republic as a disadvantage but it is confident the halt will not have an immediate effect on the military situation.

    Acting Foreign Minister Nguyen Phu Duc said South Vietnam's main concern was that North Vietnamese forces were in the Khmer Republic. They were posing a threat to South Vietnam and preventing the Khmer people from settling their own problems.

    The Viet Cong said the end of the bombing was a defeat for United States aggression int he Republic, but Major General Heang Anh Tuan, leader of their provisional revolutionary government, thought the United States would not abandon its policy of intervention in all forms to maintain Lon Nel's regime. He also condemned American designs to use Thai and South Vietnamese troops to intervene in the Khmer Republic.

    Mr. Duc said the Phnom Penh Government had not asked for South Vietnamese military help but any request would be studies.

    Only 24 hours before the bombing stopped the South Vietnamese high command reported a two battle with Communist troops near the Khmer Republic border.
