    Gambia's Prime Minister, Sir Dawda Jawara, was the first African leader to arrive in Addis Ababa to attend this week's African summit conference. On the same aircraft was the Ghanaian representative, Foreign Minister Victor Owusu. Both leaders were greeted at the airport on Saturday by Ethiopia's Emperor Haile Selassie.

    Though all 41 member states will be represented at the Organisation of African Unity Summit, not more than a dozen heads of state are expected to attend the three-day meeting.

    One of the major topics at the summit is bound to be the question of arms sales to South Africa. The O.A.U. Ministerial Council, which ended a prolonged meeting today (Monday), has proposed that the summit should establish a special mission to visit France, West Germany, Britain and other nations selling or intending to supply arms to South Africa.

    Behind the scenes at the conference, Emperor Haile Selassie is expected to play an important part in trying to reconcile Nigeria with Tanzania and zambia, healing the split which resulted when the two East African nations recognized the former Biafran secessionist regime during the Nigerian civil war.
