    MORE FOREIGN MINISTERS HAVE ARRIVED IN ALGIERS IN READINESS FOR THIS WEEKEND'S MEETING OF AFRO-ASIAN FOREIGN MINISTERS. ONE THURSDAY A PREPARATORY MEETING, WHICH HAS BEEN PLANNING THE AGENDA FOR THE FOREIGN MINISTERS MEETING, POSTPONED THE CONFERENCE UNTIL SATURDAY. IN ALGIERS, THE FOREIGN MINISTERS HAVE BEEN MEETING ONE ANOTHER INFORMALLY TO DISCUSS PROSPECTS FOR THE OPENING OF THE AFRO-ASIAN SUMMIT MEETING DUE TO OPEN IN THE ALGERIAN CAPITAL NEXT WEEK. AT THE "CLUB DES PINS", WHERE THE SUMMIT IS DUE TO MEET, WORKMEN HAVE ALMOST FINISHED PUTTING FINAL TOUCHES TO THE BUILDING.

    AMONG THE DELEGATIONS ARRIVING ON THURSDAY WAS ONE FROM SUDAN - HEADED BY MR. MOHAMMED IBRAHIM KHALIL. ON THE SAME DAY A DELEGATION FROM KUWAIT ARRIVED, LED BY SHEIK SABHAR. THEY WERE GREETED AT ALGIERS AIRPORT BY MOHAMMED SAID, REPRESENTING THE ALGERIAN GOVERNMENT. A DELEGATION FROM NEIGHBOURING MOROCCO ALSO ARRIVED.

    WHILE DELEGATIONS WERE FLYING INTO ALGIERS, A PREPARATORY COMMITTEE WHICH HAS BEEN PREPARING THE AGENDA TO BE DISCUSSED AT THE FOREIGN MINISTERS CONFERENCE, ANNOUNCED ON THURSDAY THAT THE CONFERENCE HAD BEEN POSTPONED - FOR A SECOND TIME - UNTIL SATURDAY. THE ALGERIAN REPRESENTATIVE SAID THAT THIS WOULD GIVE THE DELEGATES MORE TIME TO ARRIVE. ABOUT THIRTY FIVE DELEGATIONS HAD ARRIVED IN ALGIERS BY LATE ON THURSDAY.

    IN ALGIERS ON FRIDAY A NUMBER OF INFORMAL MEETINGS BETWEEN VARIOUS DELEGATIONS TOOK PLACE. THE MAIN SUBJECT OF DISCUSSION WAS THE FATE OF THE AFRO-ASIAN SUMMIT MEETING. THE FALL OF BEN BELLA AND THE CONSEQUENT DEMONSTRATIONS AGAINST THE NEW LEADER IN ALGERIA, COLONEL BOUMEDIENNE, HAS LED TO MANY DELEGATIONS EXPRESSING THE VIEW THAT THE SUMMIT - A SECOND BANDUNG - SHOULD ITSELF BE POSTPONED.

    TUNISIA HAS CALLED FOR THE POSTPONEMENT OF THE SUMMIT. THEIR FOREIGN MINISTER HAS SAID THE CONFERENCE SHOULD AWAIT MORE FAVOURABLE CIRCUMSTANCES FOR THE UNANIMITY OF AFRICAN AND ASIAN COUNTRIES -- AN ESSENTIAL CONDITION FOR THE REALISATION OF CONFERENCE OBJECTIVES. BUT IN ALGIERS, THE ALGERIAN FOREIGN MINISTRY HAS ANNOUNCED THAT THE CONFERENCE WILL GO ON - AND IN INDONESIA, DR. CHAERUL SALEH, THE THIRD DEPUTY PREMIER, SAID INDONESIA WAS DETERMINED THE SUMMIT SHOULD OPEN, AS SCHEDULED ON TUESDAY.

    WORK IS STILL GOING ON AT THE CONFERENCE SITE THE "CLUB DES PINS" - A SEASIDE VILLA SOME THIRTEEN MILES (20 KMS) FROM ALGIERS - AS WORKMEN PUT FINISHING TOUCHES TO THE BUILDING. WORK HERE WAS DELAYED EARLIER IN THE WEEK BY A STRIKE OF WORKMEN PROTESTING AGAINST THE OVERTHROW OF PRESIDENT BEN BELLA. SLOGANS SUCH AS "VIVE BEN BELLA" ARE SCRAWLED ON THE PLASTER OF MANY OF CORRIDORS. POLICE AND TROOPS RUSHED TO THE AREA ON SATURDAY MORNING AFTER AN EXPLOSION WAS HEARD NEAR THE CONFERENCE BUILDING.

    WHEN THE FOREIGN MINISTERS MEET, THE MAIN TOPIC OF DISCUSSION WILL BE WHETHER OR NOT THE MUCH - PUBLICISED AFRO-ASIAN SUMMIT CONFERENCE SHOULD STILL TAKE PLACE.
