    THE CHAIRMAN OF THE BURMESE REVOLUTIONARY COUNCIL, GENERAL NE WIN, CALLED FOR A SIX PER CENT INCREASE IN HIS COUNTRY'S AGRICULTURAL PRODUCTION IN HIS MESSAGE TO THE PEASANT'S DAY RALLY IN RANGOON ON THURSDAY (MARCH 2ND).

    THE RALLY CELEBRATED THE DAY IN 1962 THAT THE REVOLUTIONARY COUNCIL ASSUMED POWER. THOUSANDS OF PEOPLE CONVERGED ON RANGOON'S RACECOURSE TO HEAR THE CHAIRMAN'S MESSAGE READ BY THE MINISTER OF AGRICULTURE, COLONEL THAUNG KYI.

    GENERAL NE WIN SAID THAT A FOUR PER CENT INCREASE IN PRODUCTION WOULD COPE WITH NORMAL CONSUMPTION INCREASES WHILE AN ADDITIONAL TWO PER CENT WOULD BE INVESTED TO PROMOTE SOCIALIST AFFLUENCE.

    BEFORE THE MEETING THERE WAS A BULLOCK CART RACE BUT THE "JOCKEYS" FIRST HAD TO ASSEMBLE THEIR CARTS, PUT THE BULLOCKS INTO HARNESS, AND THEN RACE TO THE FINISH.
