    Holland's anti-Cruise missile protesters have won double victory in their attempt to block deployment of 48 missiles on Dutch territory. The Prime Minister Ruud Lubbers, speaking in the hague, announce details on June 1 of a compromise arranged with his government coalition partners, the Liberal Party, which favours North Atlantic Treaty Organisation (NATO) plans for siting the controversial weapons on Dutch territory. Holland's Cabinet has decided to delay deployment for another two years to allow time for a Soviet-US arms agreement which would, if enacted, possibly obviate Cruise's placement on its sovereign soil. If such a superpower accord does not emerge, or if additional Soviet rockets are installed, then the Netherlands would accept NATO's missiles. Meanwhile, the Dutch military camp of Woensdrecht, near Belgian frontier, has become the target of anti-missile protestors. They have established a "peace camp" just outside the perimeter fence of the base, and have been ignoring police orders to leave. The demonstrators have said that they are prepared for a long stay.
