    REUTER REPORTS THAT AT TODAY'S MEETING THERE WAS A FURTHER EXCHANGE OF ALLEGATIONS. AT THE NORTH VIETNAMESE NEWS CONFERENCE REPORTERS WERE GIVEN AN OUTLINE OF THE ADDRESS MADE AT THE SESSION BY THE NORTH VIETNAMESE DELEGATE, MR. XUAN THUY.

    AS IS CUSTOMARY, THE NORTH VIETNAMESE PRESS OFFICER, MR NGUYEN VAN SAL SPOKE IN VIETNAMESE, AND HIS REMARKS WERE THEN TRANSLATED INTO FRENCH.

    DURING THE CONFERENCE HE SPOKE OF THE NEED FOR THE UNITED STATES TO END HOSTILITIES AGAINST NORTH AND SOUTH VIETNAM. HE ALSO QUOTED FROM MR XUAN THUY'S PREPARED STATEMENT TO THE PEACE SESSION, IN WHICH MR. XUAN THUY SAID NORTH VIETNAM HAD SHOWN GOODWILL BY ATTENDING THE CONFERENCE.

    HIS REMARKS INCLUDED THIS STATEMENT (ENGLISH TRANSLATION):
    ALTHOUGH THE STATEMENT BY PRESIDENT JOHNSON OF 31ST. OF MARCH HAS NOT SIGNIFICANTLY OR ENTIRELY ANSWERED THE RIGHTFUL DEMANDS OF THE VIETNAMESE PEOPLE AND THE DEMOCRATIC REPUBLIC OF VIETNAM, NOR THE OPINION OF THOSE FOND OF PEACE AND JUSTICE THROUGHOUT THE WORLD, ON THE UNCONDITIONAL CESSATION OF BOMBING AND OTHER ACTS OF WAR AGAINST THE DEMOCRATIC REPUBLIC OF VIETNAM, THE DEMOCRATIC REPUBLIC OF VIETNAM, AFTER HAVING MADE KNOWN ITS RIGHTS, HAS SHOWN ITS GOODWILL BY DECLARING ITSELF READY TO PARTICIPATE IN THESE DISCUSSIONS WITH THE AMERICAN SIDE.
