    DELEGATES FROM NEWLY-DEVELOPING NATIONS GOT A SHOCK WHEN A WORLD TRADE CONFERENCE OPENED IN GENEVA TODAY (TUESDAY).THEY WERE TOLD THAT THEIR FUTURE RATE OF ECONOMIC PROGRESS WAS LIKELY TO DECLINE.THE DELEGATES ARE ATTENDING THE SECOND SESSION OF THE EXECUTIVE BOARD OF THE UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD).

    THE PESSIMISM WAS VOICED BY UNCTAD'S SECRETARY-GENERAL, DR PAUL PREBISCH, OF ARGENTINA.AT THE SAME TIME, HE CRITICISED THE 55-NATION BOARD SET UP TO ENCOURAGE THE EXPORTS OF THESE COUNTRIES.HE SAID IT HAD TOO MANY MEMBERS, TOO MANY MEETINGS AND TOO SMALL A RANGE OF TOPICS FOR DISCUSSION.

    (THE BOARD WAS SET UP TO CARRY OUT RECOMMENDATIONS OF LAST YEAR'S WORLD TRADE CONFERENCE IN GENEVA, WHICH SOUGHT MEANS OF BOOSTING THE EARNING POWER OF NEW NATIONS).

    MOST OF THE CONFERENCE, WHICH IS EXPECTED TO LAST THREE TO FOUR WEEKS, WILL DEAL MAINLY WITH COMPLETION OF ORGANISATIONAL ARRANGEMENTS, SUCH AS TERMS OF REFERENCE AND RULES OF PROCEDURE.
