    Background: The Organisation for Economic Co-operation and Development (OECD) has been holding a three-day conference into telecommunications services within its regions. The special session of the OECD's Committee for Information, Computer and Communications Policy began in Paris on December 13. Delegates were to look into recent developments in telecommunications services, focusing on the differing impact on monopolies and competitive systems. They wanted to explore the international impact of these developments, probing possible sources of conflict and ways to resolve them. The session was to look at the ways in which the accelerating rate of changes in communications technology was pushing heavier pressures onto the traditional, and publicly-owned monopolies in virtually all OECD countries. Invitation to the session had gone out to some 200 senior government officials, telecommunications administrators, and representatives of user groups, to help shape policies that could be applied internationally.
