    DUBLIN'S GARBAGE STRIKE HAS NOW ENTERED ITS THIRD WEEK. THE PROBLEM WAS MADE FAR MORE SERIOUS TODAY (MONDAY) AS FLOODING HIT THE CITY FOLLOWING TORRENTIAL RAIN. HEAPS OF PUTRID REFUSE FLOATED IN THE FLOOD WATER. BUT THE SITUATION HASN'T PERSUADED STRIKING RUBBISH COLLECTORS TO GO BACK TO WORK. THE CITY AUTHORITIES ARE POWERLESS TO TAKE ACTION AGAINST THEM AS THE STRIKE IS AN OFFICIAL ONE.

    STRIKERS ON PICKET DUTY ARE STOPPING PEOPLE FROM MOVING RUBBISH OR CLEANING DRAINS. THE STRIKERS HAVE SET UP "VIGILANTE COMMITTEES" TO STOP SO CALLED 'UNOFFICIAL' CLEARING OF RUBBISH. MOUNDS OF REFUSE AS MUCH AS 15 FEET HIGH ARE NOW COMMON SIGHTS IN DUBLIN AND THE SITUATION COULD GET WORSE.
