    The U.S. Coast Guard reported Thursday (21 October) that the flow of refugees from Cuba to the United States has resumed again in earnest. A number of small craft have been spotted heading for the U.S.

    But thousands of refugees and numerous small boats still clog the exodus port of Camarioca in Cuba.

    One estimate has it that some six thousand Cubans are waiting at Camarioca for passage. There are dozens of small boats - some little more than outboards - that have been tied up waiting clearance from authorities and cessation of bad weather in the straits between Cuba and Florida.

    Some of the refugees are expecting the arrival of relatives and friends with boats. Others are just hopeful they will be lucky enough to get passage.

    The government of Fidel Castro attempts to keep order, but there is a belief that Cuban authorities were not prepared for so large a number of refugees and their friends.

    Eventually it is expected some agreement will be worked out to move the refugees by air or by sizable ships. In the meantime, many are willing to risk the passage in small craft.
