    Prime Minister Yitzhak Shamir of the outgoing Likud bloc and Prime Minister-designate Shimon Peres of the Labour Party conferred privately on August 27 in Jerusalem's King David Hotel, continuing their efforts to break the deadlock over the formation of a National United Government. Afterwards, they said progress had been made on such issues as the economic crisis, the future of Israeli troops in Lebanon and Middle East peace talks. The problem of Israeli settlements in the occupied Arab territories remained unresolved, as well as the even more sensitive issue of two wold serve as prime minister in a unity coalition. Peres said after the hotel meeting, that although agreement had been reached on some important issues, an overall accord had not been reached. More talks are scheduled on August 29. Peres, whose Labour Party won 44 seats compared with Likud's 41 seats in the 120-member parliament in last month's election, was given a second 21-day mandate by President Chaim Herzog to form a new government.
