    AN ASSOCIATION OF AFRICAN UNIVERSITIES WAS FORMALLY SET UP THIS WEEK IN RABAT, AT THE END OF A THREE-DAY CONFERENCE OF AFRICAN UNIVERSITY OFFICIALS. SPEAKING AT THE END OF THE CONFERENCE, KING HASSAN II OF MOROCCO DEPLORED THE "BRAIN DRAIN" OF STUDENTS LEAVING AFRICA, AND APPEALED TO EDUCATIONALISTS THROUGHOUT THE CONTINENT TO RAISE THE STANDARD OF TEACHING IN UNIVERSITIES.

    THE NEW AFRICAN UNIVERSITIES ASSOCIATION HAS FIXED ITS PROVISIONAL HEADQUARTERS AS ADDIS ABABA, ETHIOPIA, WHERE THE OAU ALSO HAS ITS HEADQUARTERS.

    MOHAMMED AL FASI, RECTOR OF RABAT'S MOHAMMED THE FIFTH UNIVERSITY, WAS ELECTED PRESIDENT. THE SUDAN AND CONGO-KINSHASA ARE TO PROVIDE VICE-PRESIDENTS.

    EIGHT UNIVERSITIES -- IN KAMPALA, LAGOS, LIBERIA, CAIRO, GHANA, DAKAR, ABIDJAN AND MADAGASCAR -- ARE TO PROVIDE ONE MEMBER EACH ON THE ASSOCIATION'S EXECUTIVE BOARD.

    IN HIS ADDRESS KING HASSAN SAID AFRICAN COUNTRIES WERE OFTEN DEPRIVED OF GRADUATES THEY BADLY NEEDED, BECAUSE SO MANY FAILED TO RETURN AFTER COMPLETING STUDIES OVERSEAS.

    HE AID HE HOPED AFRICAN UNIVERSITIES WOULD IMPROVE THEIR STANDARDS "TO FREE OUR YOUTH OF THEIR INFERIORITY COMPLEX".
