    A WARNING THAT MEASURES TAKEN SO FAR TO SAVE THE ANTARCTIC WHALE FROM EXTINCTION WERE INADEQUATE WAS GIVEN TODAY (MONDAY) AT THE OPENING OF THE 17 NATION INTERNATIONAL WHALING COMMISSION MEETING IN LONDON. THE WARNING WAS GIVEN BY SECRETARY OF STATE FOR SCOTLAND, MR E.G.WILLIS.

    THE WHALING COMMISSION CONSISTS OF COMMISSIONERS AND THEIR DELEGATIONS FROM ARGENTINE, AUSTRALIA, BRAZIL, CANADA, DENMARK, HOLLAND, FRANCE, ICELAND, JAPAN, MEXICO, NEW ZEALAND, NORWAY, PANAMA, THE SOVIET UNION, SOUTH AFRICA, THE UNITED KINGDOM, AND THE UNITED STATES. HOWEVER, WHALING OPERATIONS IN THE ANTARCTIC HAVE BECOME THE VIRTUAL MONOPOLY OF JAPAN, NORWAY, AND THE SOVIET UNION.

    MR WILLIS TOLD THE MEETING:
    THE STATE SECRETARY SAID IT WAS A SIGNIFICANT STEP FORWARD THAT THE GOVERNMENTS HAD REACHED AGREEMENT TO REDUCE THE CATCH LIMIT NEXT SEASON TO 4,500 BLUE WHALE UNITS, AND TO RECOMMEND FURTHER REDUCTIONS TO ENABLE THE WHALES TO INCREASE THEIR NUMBERS AGAIN.

    ONE OF THE POINTS TO BE CONSIDERED DURING THE MEETING WILL BE A RECENT WARNING BY THE INTERNATIONAL UNION FOR THE CONSERVATION OF NATURE THAT THE NEW 1965-66 QUOTA IS NEARLY DOUBLE THE FIGURE QUOTED BY SCIENTIFIC ADVISERS AS THE MAXIMUM IF STOCKS OF FIN AND SEI WHALE ARE NOT TO BE DEPLETED FURTHER.

    THE LONDON CONFERENCE, TO LAST A WEEK, IS EMPOWERED TO AMEND CURRENT MEASURES FOR THE PROTECTION OF SPECIES, DURATION OF WHALING SEASONS AND THE SIZE LIMIT FOR KILLING.
