    Background: INTRODUCTION India's new rulers took office on Saturday (26 March) with 16 ministers getting their first taste of national cabinet experience in the government of Prime Minister Morarji desai.

    SYNOPSIS: An enormous rally was held in New Delhi on Thursday (24 March) to celebrate the success of the ruling Janata Party Alliance, victorious in last week's general elections. The Imam of Jama mosque in New Delhi was one of the first speakers.

    At this time, former Food Minister, Jagjivan Ram had rebelled against the method of electing the new Prime Minister. But the next day the leadership crisis was resolved and Prime Minister Desai announced a 20-man cabinet that includes only three men with previous ministerial experience at central government level. One of the surprise Cabinet member is Raj Narain who trounced former Prime Minister Indira Gandhi in her constituency of race Bareli last week.

    Mr. Ram told the rally he would support the Janata Party. But at this time the leader of India's 80 million untouchable represented by the Congress for Democracy party, had refused to join the Janata alliance. A last minute meeting between Mr Desai and Mr Ram resolved days of bickering and the alliance was finally confirmed.

    Eighty-one-year-old Morarji Desai also addressed the rally, hours after he was installed as India's fourth Prime Minister. He pledged his government to a policy of austerity, eradication of poverty and non-alignment in world affairs.
