    Distinguished personalities, including British Premier Macmillan; NATO Secretary General Paul Spaak, and Hugh Gaitskell were filmed arriving at Church House, Westminster, London, June 9 to attend a Plenary session of the Atlantic Congress.

    Six hundred and fifty delegates from fourteen countries of the North Atlantic Treaty Organisation have been meeting, during the six-day Congress, to recommend broad policy lines for the next ten years, in the light of the great world charges during the past ten years of NATO's lifetime.

    Theme of the Plenary session, over which Prance Bernhard of the Netherlands presided, was "Should NATO go into the business of helping under-developed countries?"
    Earlier in the day General Pierre Billotte, French delegation leader, dropped an expected 'bombshell' when he affirmed his country's refusal to allow stockpiling of American nuclear missile warheads on French soil.
