    Background: STUDENT DEMONSTRATORS WAVED BANNERS FORM A BALCONY AT THE UNITED STATES EMBASSY IN TOKYO FOR 20 MINUTES YESTERDAY (MONDAY) BEFORE RIOT POLICE INTERVENED.

    THE STUDENTS WERE PROTESTING AGAINST JAPAN'S DEFENCE TIES WITH THE UNITED STATES. THEY WAVED BANNERS PROCLAIMING "DOWN WITH U.S. IMPERIALISTS", "ABOLISH THE JAPAN-U.S. SECURITY PACT". THEY ELUDED SECURITY GUARDS AFTER CLIMBING THE WALL OF THE COMPOUND AND RUSHED UP THE STAIRS OF ONE OF THE EMBASSY BUILDINGS.

    BANNERS ALSO CALLED FOR THE RETURN OF OKINAWA, THE ISLAND CAPTURED BY THE UNITED STATES IN WORLD WAR TWO AND NOW USED AS A BASE FOR B 52 STRATEGIC BOMBERS.

    HUNDREDS OF OFFICE WORKERS WATCHED AS 130 POLICE, MANY WIELDING BATONS, SEIZED TEN STUDENTS AFTER A BRIEF SCUFFLE. NO INJURIES WERE REPORTED.

    THE JAPANESE GOVERNMENT EXPRESSED ITS APOLOGIES TO THE EMBASSY SHORTLY AFTER THE INCIDENT.

    (THE JAPAN-UNITED STATES SECURITY TREATY, UNDER WHICH THE U.S. KEEPS MILITARY BASES IN JAPAN, COMES UP FOR REVIEW IN 1970 AFTER A TEN-YEAR RUN).
