    Delegates from 84 countries attending a special conference of the International Civil Aviation Organisation in Montreal, have formulated proposals to deal with hi-jackings.

    The special conference of the Montreal-based United Nations Agency was convened after urgent requests from 11 Western European countries concerned by the world-wide rash of hi-jacking and sabotage. There have ben 24 hi-jackings so far this year.

    The delegates have concentrated their deliberations on the development of uniform security procedures and common penalties and the main outcome of the conference.... only the second special session since its foundation in 1947 ... has been a proposal urging the 119 member countries to enact national legislation to prosecute people who interfere with civil aviation. The measure, called the National Laws Proposal, was followed by a joint resolution encouraging states to introduce legislation to discourage aircraft interference.

    A further conference, to deal specially with the prosecution of airline saboteurs, is to be held next December in Holland.
