US nuclear submarine "Permit" arrived at US naval base of Yokusuka, 40 miles west of Tokyo on 5th June for a week's visit. Last nuclear sub. visit was 4 months ago, since when a scandal has blown up over the Japanese government's falsification of radioactivity reports on submarine discharges.
Japanese Communist Party Sec-General Tetsuzo Fuwa revealed this, and with other Opposition leaders used it to create a scandal which has threatened US/Japan relations, the whole Japanese Atomic Energy Plan and Tanaka's government. Tanaka agreed to halt visits while precautions were taken, and Atomic Energy Bureau Director Shigefumi Tamiya was "voluntarily retired".
The "Permit"s visit was only announced the day before, leaving time for only a small local demonstration to be arranged.
A boat carrying radioactivity-checking devices was sent out to test the water around the sub. as it arrived.
