    THE EUROPEAN COMMON MARKET'S COUNCIL OF MINISTERS TODAY (MONDAY) BEGAN A TWO-DAY SESSION IN BRUSSELS DURING WHICH ATTEMPTS ARE BEING MADE TO SOLVE AGRICULTURAL AND TARIFF PROBLEMS BETWEEN THE SIX MEMBER NATIONS.

    ONE OF THE MAIN AIMS OF THE CONFERENCE IS TO MAKE UP SOME OF THE TIME LOST IN THE DEVELOPMENT OF THE STRUCTURE THROUGH FRANCE'S SEVEN-MONTH BOYCOTT OF ITS ACTIVITIES WHICH ENDED IN JANUARY.

    TODAY, THE MINISTERS DECIDED TO GO AHEAD WITH TALKS ON INTERNATIONAL TARIFF-CUTTING NEGOTIATIONS, BUT NOT TO TAKE ANY FORMAL DECISIONS UNTIL AFTER TOMORROW'S DEBATE ON FARM FINANCING.

    THIS IS A COMPROMISE DECISION TO HELP FRANCE AND WEST GERMANY TO MEET ON THESE TWO POINTS WHICH DIVIDE THEM.

    THE MINISTERS HAVE TO GIVE NEW DIRECTIVES TO THE COMMON MARKET COMMISSION WHICH IS NEGOTIATING TARIFFS ON BEHALF OF THE SIX NATIONS IN GENEVA. SPEEDY DECISIONS ARE NOW IMPERATIVE BECAUSE THE UNITED STATES GOVERNMENT'S AUTHORITY TO MAKE TARIFF CUTS RUNS OUT IN JULY NEXT YEAR.

    FARM POLICY FINANCING WAS ONE OF THE REASONS FOR THE FRENCH BOYCOTT.
