    MR HEATH -- CHIEF BRITISH REPRESENTATIVE AT THE COMMON MARKET NEGOTIATIONS -- WAS SPEAKING IN STRASBOURG AT THE OPENING SESSION OF THE COUNCIL OF EUROPE'S CONSULTATIVE ASSEMBLY.DELEGATES FROM 17 EUROPEAN COUNTRIES ARE ATTENDING THE TWO-DAY DEBATE.THEY HEARD MR HEATH DECLARE THERE WAS "AN URGENT NEED FOR POLITICAL CONSULTATION NOT ONLY ABOUT THE AFFAIRS OF EUROPE BUT ALSO THE RELATIONS OF EUROPE WITH THE OUTSIDE WORLD."
    DESCRIBING THE NUCLEAR TEST BAN TREATY AS A LANDMARK IN EAST-WEST RELATIONS, HE SAID IT COULD IN NO WAY BE CLAIMED AS SUPPORT FOR ANY DEGREE OF RECOGNITION OF THE GERMAN DEMOCRATIC REPUBLIC.MR HEATH SAID THAT DURING HIS VISIT TO MOSCOW FOR THE TEST BAN TREATY SIGNING, MR KHRUSHCHEV HAD EMPHASIZED HIS KEEN DESIRE FOR A NON-AGGRESSION TREATY BETWEEN COUNTRIES OF THE WARSAW PACT AND THE NORTH ATLANTIC TREATY ORGANISATION."BUT," HE ADDED, "THERE WAS NO INDICATION OF ANY READINESS TO REACH AGREEMENT ON BERLIN OR ON A JUST SOLUTION TO THE GERMAN QUESTION.
