    THEY JAMMED THE STREETS OF MONTEVIDEO CELEBRATING THEIR RETURN TO POWER, THE BLANCOS...OR WHITES...CAME TO POWER FOUR YEARS AGO. THEY, AND URUGUAY'S SECOND MAJOR PARTY, THE COLORADO GROUP, ARE MODERATE AND PRO-WESTERN IN THEIR POLITICAL LEANINGS.

    THE COMMUNIST FRONT, CALLED FIDEL, RAN FAR BACK IN THE VOTING, BUT SHOWED A SLIGHT IMPROVEMENT OVER THE 1958 ELECTIONS.

    THE COLORADOS HAD BEEN THE REIGNING GROUP FOR 93 YEARS PRIOR TO 1958. LEADING THE VICTORY PARADE WAS COLORADO PARTY LEADER, PEDRO BERRO, FUTURE MINISTER OF THE INTERIOR FOR URUGUAY.

    FROM A BALCONY, OTHER PARTY LEADERS GREETED THEIR SUPPORTERS. THEY ARE FROM LEFT TO RIGHT, EDUARDO VICTOR HAEDO, HIS DAUGHTER, AND MARIO HEBER, OF THE BLANCOS. HEBER WILL BE A MEMBER OF THE BOARD OF PRESIDENTS.
