    BRITAIN'S QUEEN ELIZABETH TODAY (8/5) OPENED THE 565 MILLION US DOLLAR (460 MILLION POUNDS STERLING) THAMES FLOOD BARRIER, ONE OF THE MOST SIGNIFICANT FEATS OF ENGINEERING THIS CENTURY. AFTER A SHORT SPEECH IN PRAISE OF THE STRUCTURE, THE QUEEN PRESSED A BUTTON TO RAISE ALL TEN HUGE STEEL GATES AND DAM THE RIVER THAMES AT WOOLWICH, 13 KILOMETRES EAST OF CENTRAL LONDON. THE BARRIER, MORE THAN HALF A KILOMETRES WIDE, IS THE LARGEST STRUCTURE OF ITS TYPE IN THE WORLD. EACH OF THE FOUR MAIN GATES SPANS 60 METRES AND WEIGHS 3.2000 TONNES. IT TOOK EIGHT YEARS TO BUILD AND AT THE PEAK OF ITS CONSTRUCTION MORE THAN 4,000 PEOPLE WERE INVOLVED. ITS DESIGN ALLOWS RIVER TRAFFIC TO MOVE FREELY BUT IN AN EMERGENCY THE GATES CAN BE CLOSED TO PREVENT FLOODING OVER MORE THAN A THIRD OF LONDON. THE GREATER LONDON COUNCIL (GLC), WHICH COMMISSIONED THE BARRIER, ESTIMATES THAT 100,000 PEOPLE WOULD BE KILLED AND DAMAGE WORTH MORE THAN FOUR-AND-A-HALF BILLION DOLLARS WOULD RESULT FROM SERIOUS FLOODING CAUSED BY A SURGE TIDE. IN 1978 A SWOLLEN RIVER THAMES CAME WITHIN LESS THAN A METRE OF BREACHING THE CITY'S RIVER DEFENCES.
