    NEARLY 300 DELEGATES FROM 33 AFRICAN COUNTRIES ARE CURRENTLY ATTENDING A FOREIGN MINISTERS' CONFERENCE OF THE ORGANISATION OF AFRICAN UNITY (O.A.U.) IN LAGOS.

    THE CONFERENCE OPENED YESTERDAY (MONDAY) AND IT IS SCHEDULED TO LAST FIVE DAYS.

    DURING THE CONFERENCE, THE MINISTERS WILL PLAN UNITY OF ACTION THROUGHOUT THE AFRICAN CONTINENT, AND THE AGENDA IS EXPECTED TO INCLUDE SUCH QUESTIONS AS THE RECENT MUTINIES IN EAST AFRICA, SOMALIA'S DISPUTE WITH ETHIOPIA AND KENYA, AND LAST WEEK'S ABORTIVE COUP IN GABON.

    ALTHOUGH ALL O.A.U. MEMBERS ARE KNOWN TO HOLD SIMILAR VIEWS ON SUCH PROBLEMS AS THE USE OF FOREIGN TROOPS TO SETTLE INTERNAL AFRICAN TROUBLES, THERE ARE EXPECTED TO BE DIFFERENT APPROACHES TO THE SOLUTIONS.

    THE GHANA DELEGATION ARE KNOWN TO WANT THE CONFERENCE TO DISCUSS THE ESTABLISHMENT OF A UNION GOVERNMENT OF AFRICA, WITH ALL MEMBER NATIONS RETAINING THEIR SOVEREIGNTY, AND AN AFRICAN SUPREME COMMAND. OTHER DELEGATIONS HOWEVER FEEL THAT THE IDEA OF AN AFRICAN HIGH COMMAND IS PREMATURE, AND THAT COUNTRIES NEEDING MILITARY AID SHOULD REQUEST IT FROM COUNTRIES OF THEIR CHOICE.

    BUT WHATEVER THE CONFERENCE DECIDES, FINAL DECISIONS CAN ONLY BE TAKEN BY O.A.U. HEADS OF STATE.
