    AT A NEWS CONFERENCE TODAY (SATURDAY), MR IAN SMITH, SAID RHODESIANS REALISED THAT T MAJORITY RULE WAS INEVITABLE, BUT THEY WANTED SAFEGUARDS IN THE CONSTITUTION SO THAT IF AN AFRICAN GOVERNMENT WAS ELECTED, WHICH WAS NOT FIT TO RULE, IT COULD BE POSTPONED FOR FIVE YEARS.

    MR SMITH SAID; "IT WOULD SEEM WE ARE VERY NEAR A SETTLEMENT ON THE THINGS THAT REALLY MATTER....THE SHAPE OF A NEW CONSTITUTION. WHERE WE ARE NOT NEAR AGREEMENT, I BELIEVE THAT DISCUSSION AND NEGOTIATION CAN SETTLE THESE POINTS."
    TODAY'S MEETING AT GOVERNMENT HOUSE BETWEEN MR BOWDEN AND MR SMITH LASTED TWO-AND-A-HALF-HOURS. MR BOWDEN IS EXPECTED TO RETURN TO LONDON TOMORROW (SUNDAY), AFTER ANOTHER MEETING WITH MR SMITH IN THE MORNING.
