Mr. Farouk Kaddoumi, head of the political department of the Palestine Liberation Organisation (PLO) has called President Reagan a betrayer of the Lebanese and Palestinian people. He made the allegation during remarks made to reporters outside the Foreign and Commonwealth Office in London on July 8. Mr. Kaddoumi, asked about President Reagan's offer to send US marines to act as a peacekeeping force in Lebanon after an Israeli withdrawal, charged that the US leader had given Israel the green light to invade. Mr. Kaddoumi was on his way to a meeting with Mr. Douglas Hurd, Minister of State at the Foreign and Commonwealth Office as part of an Arab League delegation, which included the Bahraini Foreign Minister Sheikh Mubarak al Khalifa, the Tunisian Foreign Minister, Mr. Bejie Essebsi and the Director of the League of Arab States Omar al Hassan. They appealed to the British Minister to seek the lifting of the Israeli blockade of Beirut and the execution of United Nations resolutions demanding a full Israeli withdrawal.
