    Background: THOUSANDS OF STUDENTS CLASHED WITH POLICE OUTSIDE THE DEFENCE MINISTRY IN TOKYO ON MONDAY IN A VIETNAM WAR PROTESTS. THEY SET A TRAIN ON FIRE AT THE SHINJUKU RAILWAY TERMINAL. POLICE MET THE HELMETED, CLUB-SWINGING DEMONSTRATORS WITH TEAR GAS AND WATER CANNONS. THE DEMONSTRATION WAS PART OF A COUNTRY-WIDE PROTEST AGAINST THE VIETNAM WAR. THE TOKYO CLASHES LASTED UNTIL THE EARLY HOURS OF TUESDAY.

    THE STUDENTS WERE MEMBERS OF THE LEFT-WING STUDENT ORGANISATION, ZENGAKUREN. THE COUNTRY-WIDE RALLIES WERE PLANNED BY LEFT-WING TRADE UNIONS AND THE ZENGAKUREN STUDENT ORGANISATION. MORE THAN 250,000 PEOPLE WERE INVOLVED.

    ABOUT 5,000 DEMONSTRATORS TOOK PART IN THE STORMING OF THE COMMUTER RAILWAY STATION OF SHINJUKU IN TOKYO. HUNDREDS RACED ON THE TRACKS THROUGH TEAR GAS AND BATTLED WITH THE POLICE. LATER A TRAIN WAS BURNT. ALL TRAFFIC WAS AT A STANDSTILL DURING THE FIGHTING. ABOUT 200 STUDENTS WERE ARRESTED IN TOKYO, MANY WERE REPORTED INJURED, SOME SERIOUSLY.

    OTHER DEMONSTRATORS ATTACKED THE UNITED STATES EMBASSY AND THE JAPANESE DIET (PARLIAMENT). ON TUESDAY THE AUTHORITIES PROCLAIMED THE "RIOT LAW", WHICH CARRIES PENALTIES OF BETWEEN TWO AND TEN YEARS IN PRISON.
