    IN WARSAW WEST GERMAN AND POLISH DELEGATIONS YESTERDAY BEGAN THE SECOND ROUND OF TALKS AIMED AT IMPROVING RELATIONS BETWEEN THE TWO COUNTRIES.

    THE TWO SEVEN-MEMBER DELEGATIONS MET IN THE POLISH FOREIGN MINISTRY BUILDING FOR TWO AND A HALF HOURS.

    THE WEST GERMAN DELEGATION WAS LED BY STATE SECRETARY GEORG FERDINAND DUCKWITZ AND THE POLISH DELEGATION BY DEPUTY FOREIGN MINISTER JOZEF WINIEWICZ.

    AFTER THE TALKS HERR DUCKWITZ SAID THAT THE ATMOSPHERE HAD BEEN FRIENDLY BUT HE WOULD NOT DISCLOSE DETAILS OF PROGRESS OF THE TALKS.

    THE TWO SIDES AGREED TO MEET AGAIN TODAY (TUESDAY MARCH 10TH).

    RELATIONS BETWEEN THE TWO COUNTRIES HAVE NOT BEEN GOOD SINCE WORLD WAR TWO.

    THE TALKS BEGAN WITH A TWO-DAY SESSION LAST MONTH.

    THE KEY ISSUE OF THE TALKS IS LIKELY TO BE THE BORDER BETWEEN THE TWO COUNTRIES. AFTER THE WAR A NEW BORDER ALONG THE ORDER- NEISSE RIVER GAVE POLAND LARGE AREAS OF FORMER GERMAN TERRITORY.
