    "And does not history tell us that if you crush a nation down, if you treat them as pariahs and untouchables, that is the best way to create a Nationalist spirit and possibly Fascism in countries where that is done."(applause)

SV Mr. Attlee speaks:- "Chairman, and fellow delegates, I have been asked to open this debate with a general review of Foreign Affairs, and some account of the impressions that I and my fellow members of the delegation have gained from our visit to China and Russia."



    CU..."Because it is necessary to try to understand the point of view of people with whom one does not disagree. It is so easy to get on with people who agree. One must try and find out just what is in their minds."



    SCU..."First of all there was the Geneva discussions. Now that was of very great importance first because, it settled that dangerous war in Indo-China, Secondly I think it is the first Conference that I can recall in which there has been co-operation by the U.S.S.R. with Great Britain and others to bring about a settlement...And there is no doubt, as we experienced at that Geneva meeting, had meant a relaxation of tension that the U.S. get over-excited about the fear of an attack. But you must remember that they have fresh in their minds the events of the last world war, which world war was near to them on their Pacific side. And also I have observed some anxiety in Australia & New Zealand. There is also fear by China because China regards the U.S.S.R. - and I am giving their opinion, not mine they regard the action of the U.S. both as regards to Japan, Korea, Formosa, - in fact, all around the borders of China - as a threat to China. They have fear on both sides. And it is no good saying these facts are illusory. Undoubtedly the Chinese feel very bitterly on the subject of Formosa, & I think they have a case."



    SCU..."Personally, I have given my opinion - I don't know whether it will be accepted by either side - I believe the right thing would be that Chiang Kai Shek & his immediate adherents who are utterly discredited should be retired away...to some safe place to end their lives in peace. I ask specifically whether the ?? would be received in China, & I was told yes, that is so: But I believe that after a period Formosa should be united back to China.(applause)



    SCU..."I mention one other point - I stress it again - that Communism is successful where conditions are bad. Communism fails where conditions are good. The condition of the mass of the workers - and right across Asia you have now this immense Communistic block, but in a band below that you have a band of Democratic countries (???) India, Pakistan, Ceylon, Burma, & we hope before long, Indo-China, Malaya, & the rest: Well if those with different ideologies work out in those two areas I haven't the slightest doubt as to which is the one that will win in the end, because in my view Communism is the betrayal of the human spirit. Our Social democracy is its fulfillment."
