    GOVERNMENT TROOPS WERE CALLED OUT ON SUNDAY IN SAIGON TO BREAK UP FUNERAL TO BREAK UP A FUNERAL PROCESSION WHICH HAD BECOME AN ANTI-GOVERNMENT DEMONSTRATION. THE FUNERAL WAS OF A FIFTEEN-YEAR-OLD YOUTH, WHO THE DEMONSTRATORS ALLEGE, WAS SHOT BY GOVERNMENT SOLDIERS DURING RIOTS LAST WEEK.

    THE PROCESSION STARTED FROM THE BUDDHIST INSTITUTE IN THE SOUTH VIETNAM CAPITAL, AND THE CASKET WAS CARRIED ON A CARRIAGE DROWN BY FOUR WHITE HORSES. BEHIND IT WALKED THE DEAD BOY'S MOTHER BEARING A LARGE FRAMED PICTURE OF THE YOUTH.

    THE COUNTRY IS UNDER MARTIAL LAW - AND PROCESSIONS ARE LIMITED TO TWO HUNDRED PEOPLE. HOWEVER, MORE THAN TWO THOUSAND STUDENTS JOINED THE CORTEGE AND SOME MADE EFFORTS TO TAKE THE PROCESSION AWAY FROM THE PLANNED ROUTE, AND THROUGH BUSY CITY STREETS. THEY MET BARBED WIRE BARRICADES, AND ARMED TROOPS.

    SOLDIERS GAVE THE STUDENTS - MANY NOW CARRYING BANNERS AND BUDDHISTS FLAGS - REPEATED WARNINGS THAT THE PROCESSION WOULD BE BROKEN UP UNLESS SOME OF THOSE TAKING PART DISPERSED. THEY REFUSED AND THE TROOPS MOVED IN AND MADE ABOUT A HUNDRED ARRESTS. ONE OF THE SOLDIERS WAS SEIZED BY A GROUP OF YOUTHS AND BEATEN.

    AFTER THE DEMONSTRATIONS HAD BEEN BROKEN UP, THE SITE OF THE CLASH WAS STREWN WITH TORN BANNERS AND FLAGS. ARMED TROOPS ESCORTED THE HORSE-DRAWN BIER TO THE CEMETERY. ONLY A FEW CLOSE RELATIVES ATTENDED THE BURIAL.

    LATER, THE MILITARY GOVERNOR OF SAIGON, BRIGADIER-GENERAL PHAM VAN DONG BLAMED THE VIET CONG ELEMENTS IN THE CAPITAL FOR THE OUTBREAK. HE SAID ONE OF HIS TROOPS HAD BEEN INJURED BY A KNIFE THRUST.
