    SOUTH VIETNAM'S RULERS HAVE DECIDED ON A MAJOR SHAKE-UP OF COMMANDS IN THE ARMED FORCES, INCLUDING THE REMOVAL OF MAJOR-GENERAL DUONG VAN DUC WHO LED TROOPS INTO SAIGON DURING THE ABORTIVE COUP D'ETAT LAST WEEKEND.

    IN SUNDAY'S BLOODLESS COUP LARGE CONVOYS FROM THE MEKONG RIVER PROVINCES MOVED INTO CENTRAL SAIGON, OCCUPIED THE RADIO STATION AND DEPLOYED ARMOURED VEHICLES AT KEY POINTS.

    THE COUP LEADERS - BRIGADIER-GENERAL LAM VAN PHAT AND GENERAL DUONG VAN DUC-BRANDED THE PREMIER, MAJOR-GENERAL KHANH, AS A "TRAITOR" AND ANNOUNCED HE WAS TO BE EXPELLED FROM THE ARMY AND ARRESTED. KHANH WAS ACCUSED OF TRYING TO SPLIT THE ARMY AND TO SECRETLY ORGANISE POLITICAL PARTIES AND RELIGIONS INTO FIGHTING EACH OTHER FOR HIS BENEFIT.

    BUT, BY THE NEXT DAY (MONDAY), THE COUP COLLAPSED THROUGH LACK OF MILITARY SUPPORT. MAJOR-GENERAL DUONG VAN DUC ORDERED HIS TROOPS TO WITHDRAW FROM THE CAPITAL. GENERAL DUC APPEARED AT A NEWS CONFERENCE THAT MORNING FLANKED BY THE COMMANDERS OF ALL THE OTHER ARMED UNITS. WHEN ASKED FLATLY IF HE NOW SUPPORTED GENERAL KHANH, GENERAL DUC NODDED YES.

    AND THOUSANDS OF STUDENTS FROM SAIGON UNIVERSITY SHOWED THEIR IMPATIENCE WITH SOUTH VIETNAM'S UNEASY LEADERSHIP THAT DAY BY STAGING A BANNER-WAVING ANTI-COUP DEMONSTRATIONS THROUGH THE STREETS.

    MAJOR-GENERAL KHANH APPEARED AT A PRESS CONFERENCE IN SAIGON THAT EVENING AND THANKED THE MILITARY FOR AVOIDING "USELESS BLOODSHED". HE REPEATED HIS PROMISE MADE TEN DAYS EARLIER TO GIVE BACK POWER TO A GOVERNMENT WHICH HAD THE PEOPLE'S CONFIDENCE ONCE THE REVOLUTION WAS OVER.

    THE COUP WAS THE LATEST IN A SERIES OF POLITICAL UPSETS WHICH HAVE ROCKED SOUTH VIETNAM SINCE GENERAL KHANH SEIZED POWER LAST JANUARY, SOON AFTER THE VIOLENT OVERTHROW OF THE NGO DINH DIEM REGIME.

    (AT A MEETING TODAY IN SAIGON STUDENT LEADERS LAID DOWN THEIR CRITERIA FOR THE NEW GOVERNMENT PROMISED BY THE PREMIER. THEY SAID IT MUST BE COMPOSED OF MEN WHO: 1. BELONG TO THE "NEW GENERATION". 2. ARE NOT "SALOON POLITICIANS" BUT HAVE TAKEN PART IN THE STRUGGLE FOR FREEDOM. 3. HAVE NO "DIRTY PAST" AND 4. ARE NOT COMMUNISTS, NEUTRALISTS OR MEMBERS OF THE CAN LAO - A SECRET ORGANISATION OF THE FORMER DIEM REGIME.)
