SYNOPSIS: The Prime Minister of Upper Volta, Gerard Kango Ouedraogo, reviews troops in the annual anniversary parade in the capital Suagadougou. The parade on Tuesday ???ked the twelfth anniversary of Upper Volta's independence from French rule in 1960.

Each year thousands of people turn out to watch the parade--which has become a high spot on the calendar for the people of Ouagadougou. Prime Minister Ouedraogo joined Head of State General Sangoule Lamizana on the reviewing stand along with other Government officials and dignitaries...Members of the police and armed forces were well represented in the parade--Upper Volta has an army of about fifteen hundred men.

This year's parade took place in a mood of optimism in Upper Volta. It was less than a month before that French President Pompidou announced that Upper Volta, among other French-speaking African countries, were released from their debts to French. This eased the pressure on Upper Volts, caused by a significant reduction in exports last year.

The parade saw new emphasis on youth and its role in the community. Because only a little over a quarter of the work force in Upper Volta is skilled, the country is looking to its educated youth to provide a new force for moving the economy forward.

Emphasis was also placed on agriculture, the main industry in the country. Hopes for further productivity have been increased because of the promise of French aid beginning in the new year. The aims of the country were expressed in the parade by a series of banners proclaiming the objectives of the military administration.

This float expressed the hopes of the womenfolk for greater participation in society.
