GERMAYEL: "In my opinion the best thing to have is to see the Arab world sharing all the Palestinians, distributing the Palestinians on all the Arab world, and every country will take a certain percentage of the Palestinians, because Lebanon cannot by itself alone suffer more than 400,000 Palestinians on its land. It's impossible. So the best solution for that is to see, with the Arab world, what we can do in order to send the Palestinians in all the Arab countries, so everyone will share his own responsibility according to the Palestinian problem."
REPORTER: "Mr. Shimon has recently proposed a federal system on the pattern of Switzerland. So you think that would be a good solution?"
GERMAYEL: "I think it's the only solution."
REPORTER: "But wouldn't that amount to partition?"
GEMAYEL: "The best way and the best formula to avoid partition is to have one Lebanon, one land, one people, but inside this one country, you have two or three ethnic groups, everyone of those groups must have his own life, his own country, his own civilisation and we can put all that together in one state, and this is the best way to avoid partition. Otherwise if we will try to come back again to one country and the old formula of 1943, you can be sure that in less than five years you will be divided in two Lebanons."
