Background: HOBART, TASMANIA, A CITY WITH ITS FEET IN THE WATER.A CITY THAT WAS BORN AS A PORT, AND WHICH STILL DEPENDS ON THE COMING AND GOING OF SHIPS.

EVERY SUMMER, OCEAN LINERS BRING TOURISTS FOR A DAY OR TWO OF SIGHT SEEING.AND THE SIGHTS OF OLD HOBART ARE NOT FAR TO SEEK - SALAMANCA PLACE, RIGHT ON THE WATERFRONT, WHERE STONE WAREHOUSES A CENTURY OLD RECALL THE DAYS OF SAIL.OVERLOOKING EVERYTHING, MOUNT WELLINGTON.

"THE MOUNTAIN" AS EVERYONE CALLS IT, IS THE GUARDIAN OF HOBART'S WEATHER; ALSO THE SITE OF ITS TELEVISION TRANSMITTERS - FOUR THOUSAND FEET ABOVE SEA LEVEL.IN WINTER, IT'S A MARVELLOUS PLACE FOR A SNOW FIGHT; BUT ALL THE YEAR ROUND, PEOPLE COME TO THE PINNACLE FOR A VIEW OF HOBART AND THE DERWENT ESTUARY.

HUDDLED IN THE FOOTHILLS AND ON BOTH SHORES OF THE RIVER, HOBART IS A CITY OF 120 THOUSAND PEOPLE.IT'S THE SMALLEST OF AUSTRALIA'S CAPITALS, BUT IN YEARS IT'S SECOND ONLY TO SYDNEY.AND LIKE SYDNEY, SOME OF ITS NARROW STREETS HAVE BECOME ONE WAY THOROUGHFARES TO MEET THE NEEDS OF MODERN TRAFFIC.

DESPITE ITS HISTORY, HOBART ABSORBS NEW BUILDING COMFORTABLY AMONGST THE OLD.BUT IT PRESERVES A PLACID APPROACH TO LIFE, VERY DIFFERENT FROM THE HURL??? BURLY OF AUSTRALIA'S BIGGER CITIES.

IN MODERN HOBART, TRAMS HAVE DISAPPEARED.THE MOTOR AND TROLLEY BUSES THAT REPLACE THEM HAVE DONE MUCH TO EASE TRAFFIC CONGESTION.AND THEY BRING ALMOST EVERYONE IN HOBART WITHIN HALF AN HOUR OF THE CITY.THE MAIN TERMINAL FOR BUSES IN FRANKLIN SQUARE..A GREEN OASIS IN THE COMMERCIAL HEART OF HOBART WHERE SHOP AND OFFICE WORKERS RELAX OVER LUNCH.

ONLY A FEW MINUTES FROM THE HEART OF THE CITY IS THE OLDEST PART OF HOBART - BATTERY POINT.HERE ARE HOBART'S SEAFARING ORIGINS...NARROW STREETS AND TINY COTTAGES..ONCE THE HOME OF SAILORS FROM THE WINDJAMMERS AND WHALING SHIPS.

AND STANDING CLEAN AGAINST THE SKY, THE SPIRE OF THE "MARINERS" CHURCH" - ST.GEORGE'S CHURCH OF ENGLAND.DESIGNED BY THE CONVICT ARCHITECT JAMES BLACKBURN, IT'S ONE OF TASMANIA'S MOST NOTABLE COLONIAL BUILDINGS.AND ONCE A YEAR, ON TRAFALGAR DAY, ST.GEORGE'S HAS A MARINERS' SERVICE.

EVEN THE NAMES - ARTHUR CIRCUS OR KELLY'S STEP HAVE A RING OF THE PAST.LINKS WITH THE PIONEERS, THAT HAVE LONG SINCE DISAPPEARED IN AUSTRALIA'S OTHER EARLY SETTLEMENTS; LINKS THAT COULD DISAPPEAR IN HOBART IF BATTERY POINT WERE DEVELOPED - AS HAS BEEN SUGGESTED - FOR HIGH DENSITY HOUSING UNITS.BUT FOR THE PRESENT, HOBART IS EXPANDING TO THE NORTH AND ACROSS THE RIVER.NEW SUBURBS ARE CREEPING OUT INTO THE BUSH.

WITH THE SPREAD OF POPULATION ACROSS THE DERWENT A BIG ENGINEERING PROJECT HAS BECOME NECESSARY.A NEW HIGH-LEVEL BRIDGE COSTING FOUR MILLION POUNDS, WHICH IS DUE TO BE FINISHED IN 1963.ALREADY, IT'S BEGINNING TO OVERSHADOW THE OLD HOBART BRIDGE - THE UNORTHODOX FLOATING ARCH OF CONCRETE SUPPORTED ON PONTOONS, WHICH FOR NEARLY 20 YEARS HAS MADE THIS APPROACH TO HOBART UNIQUE.THE NEW BRIDGE WILL ELIMINATE MANY TIRESOME TRAFFIC DELAYS.SHIPS WILL BE ABLE TO SAIL DIRECTLY UNDER ITS CENTRAL ARCH.

AND IT WILL OFFER TWICE THE TRAFFIC CAPACITY OF THE OLD BRIDGE, TO ALLOW RAPID DISPERSAL OF TRAFFIC AT PEAK PERIODS.THIS IS SOMETHING HOBART PLANNING AUTHORITIES HAVE ALREADY ACHIEVED IN THE NORTHERN SUBURBS, WITH A FOUR LANE EXPRESSWAY CARRYING TRAFFIC UP TO FORTY MILES AN HOUR.A SIMILAR HIGHWAY IS UNDERWAY CONSTRUCTION TO THE SOUTH.

AS THE NORTHERN OUTLET ROAD REACHES THE CITY, IT JOINS AN IMPOSING TRAFFIC ROUNDABOUT, NOW NEARING COMPLETION, WITH A SUNKEN CENTRAL GARDEN AND PEDESTRIAN SUBWAYS.

THE CAPITAL OF AN ISLAND STATE, HOBART IN ALL ACTIVITIES IS CLOSE TO THE WATER.MANY OF THE YACHTS THAT SET OUT EVERY YEAR IN THE SYDNEY-HOBART OCEAN RACE ARE DESIGNED AND BUILT ON THE DERWENT FORESHORES.NOT ONLY PLEASURE CRAFT, BUT ALSO STURDY FISHING BOATS.BOAT BUILDING HAS GONE ON HERE SINCE THE EARLIEST DAYS OF HOBART - PERHAPS THE CITY'S OLDEST INDUSTRY.

TO HOBART PEOPLE, THEIR HARBOUR IS THEIR BIRTHRIGHT.ONLY A FEW HUNDRED YARDS FROM THE G.P.O.IT'S ACCESSIBLE TO ALL, AND IS THE LAST MAJOR WATERFRONT IN AUSTRALIA ENTIRELY OPEN TO THE PUBLIC WITHOUT FENCES.IT'S A PLACE TO BUY FRESH PERCH OR TRUMPETER FROM THE WELLS OF FISHING BOATS; A PLACE FOR A WEEKEND STROLL.AND FOR THE CITY, IT'S A SOURCE OF TRADE - HANDLING NEARLY 100-MILLION POUNDS WORTH OF CARGO EVERY YEAR.
