    Background: The Good-will Treaty between Poland and West Germany is now ready to come into force. It was signed yesterday (May 26th) in Warsaw by Professor Jablonski, the President of the Polish State Council. President Hoinemann of West Germany has also signed the ratification bills, in Benn, and the treaty becomes operative when the documents are exchanged.

    The treaty, which is aimed at healing the scare of World War Two, recognises the Odar-Neisse line as the Polish frontier, and as puts more than a hundred thousand square kilometres (about forty thousand square miles) of former German territory inside Poland. This treaty, and a similar one with the Soviet Union, has caused difficulties for Harr Brandt's government in West Germany. He was able to get a majority for it in the West German Parliament only by linking it with a declaration to the effect that it was a working arrangement and not a legal basis for permanent German frontiers. Polish leaders, on the other hand, have said that only the treaty is binding in international law, and the declaration is not. Today (Saturday), the Prime Minister, Mr. Jareszewicz, said it confirmed Poland's western frontier as "irreversible".
