ENUGU, THE BIAFRAN CAPITAL, HAS BEEN IN THE HANDS OF THE FEDERAL FORCES FOR SOME TIME, AND ON WEDNESDAY WORLD NEWSMEN WERE ALLOWED TO VISIT IT FOR THE FIRST TIME SINCE THE FALL OF THE CAPITAL.

    MOST OF THE INHABITANTS OF ENUGU FLED INTO THE BUSH WHEN THE FEDERAL FORCES PUSHED BACK THE BIAFRAN FORCES AFTER BITTER FIGHTING AND ENTERED THE CITY. THE PREVIOUS WEEK THE BIAFRANS TRIED TO RECAPTURE THE CITY WITHOUT SUCCESS, AND THE NIGERIANS MAINTAIN CONSTANT MILITARY PATROLS. MANY BIAFRAN WOMEN AND CHILDREN ARE NOW RETURNING TO THE CITY, BUT IT STILL HAS A LARGELY DESERTED AIR.

    THE BIAFRANS -- MAINLY IBO TRIBESMEN -- CLAIM THE NIGERIANS ARE CARRYING OUT A POLICY OF GENOCIDE IN BIAFRA, AIMED AT THE TOTAL DESTRUCTION OF THE IBO PEOPLE, AND ALLEGE THAT BOMBING OF BIAFRAN CIVILIAN CENTRES IS PROOF OF THIS. THE NIGERIANS DENY THE ALLEGATIONS, AND HAVE ISSUED FRESH INSTRUCTION TO THEIR BOMBER CREWS TO AVOID NON-MILITARY TARGETS IN BIAFRA.
